The Asian Development Bank (ADB) Office of Anticorruption and Integrity (OAI) is currently undertaking a project procurement-related review (PPRR) for all its ongoing ADB-financed projects to confirm compliance with applicable ADB policies, guidelines, and loans or grant agreements, with a focus on preventing and detecting fraud, corruption, or abuse as defined under ADB’s Anticorruption Policy.
AIT Consulting has been assigned by ADB to conduct the Project Procurement-related Review – Asset Inspection of selected ADB financed projects in Sri-Lanka and Mongolia. AIT Consulting will assess internal controls in place, identify irregularities and instances of noncompliance, inspect the project outputs, and recommend enhancements to mitigate or eliminate opportunities for fraud, corruption, or abuse of resources and to help improve development effectiveness of future projects. Moreover, AIT Consulting will identify indicators (red flags) of fraud and corruption in the project. Dr. Naveed Anwar, Executive Director, AIT Consulting and Mr. Walter Frankenberger, External Transport Specialist from Germany will be the lead consultants for this project. The project consists of two components; the Sri Lankan Education sector, and the Mongolian Transport and Information and Communication Technology (ICT) sector. The first component, Education for Knowledge Society Project has a total value of $ 105.3 million and aims to improve quality, relevance, management, effectiveness and equity of access to secondary and tertiary education and training programs in rural and disadvantaged areas of Sri Lanka. The second component, Mongolia Regional Road Development Project has a total value of $ 61.13 million and aims to promote regional cooperation and sustainable economic growth in Mongolia through enhanced efficiency and safety of domestic and international transit traffic between the People’s Republic of China and Russia through Mongolia’s north-south road corridor.
